ERROR [COM]: aRC=VBOX_E_VM_ERROR

So i know there are several posts about this error but i am still struggling with it and i am new to VirtualBox.
The host system is a Win10 64
VirtualBox 6.1.12
The VM is supposed to be Win Server 2016 Data center Eval
HvHost Service i have turned off.
Windows Hypervisor Platform is turned off
Virtual Machine Platform is Checked

I have tried and follow the following posts for guidance :

I looked into the registry bellow but i am missing the folder structure from Scenarios on. . . .

HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\DeviceGuard\Scenarios\HypervisorEnforcedCodeIntegrity and set the DWORD value to 0

I have attached the log file from my last run with all these changes.

Hyper-V is still enabled. See HMR3Init: Attempting fall back to NEM (Hyper-V is active)
