Can't pass bluetooth to guest [busy device] (other usb devices works)

I can't pass bluetooth device to guest system. Whenever I try I get an error:
USB IMC Networks Atheros AR3012 Bluetooth 4.0 Adapter with UUID {...} is busy with a previous request.
Host: old Windows 7 laptop, newest VBox 6.1.12 with Extension Pack installed, build-in Bluetooth (not separate device)
Guest: Ubuntu-based system, Guest Additions installed

What I do:
1. I make sure that Bluetooth device is enabled in Device Manager
2. In machine settings I select USB 2.0 Controller and add new USB filter selecting IMC Networks Atheros AR3012 Bluetooth 4.0 Adapter*
3. I disable Bluetooth device in Device Manager (many people say it will do the trick)
4. I start guest machine
5. When it's fully loaded I enable Bluetooth device in Device Manager
6. I read that now guest machine should capture this device but I doesn't work. Bluetooth device is still captured by host system

*there's also an Atheros Communications Bluetooth USB Host Controller device which have exact same vendor and product IDs.
Using this device instead doesn't work as well.

I will really appreciate it if anyone could help me. Also I really apologise for what I've done to English language in this post :(

PS. On VMware Player everything works fine with no problem.

This might be the problem. Carefully go through USB basics and troubleshooting. If you finish all the steps 1-7 and cannot get your USB device into the guest OS, carefully post the outputs of the commands in step 8 as text in
