I am trying to start an ubuntu VM on my Windows PC (Windows 10 enterprise, i7 8665).

You apparently have "Websense Endpoint" software on board, which might be interfering with Virtualbox. Other fixes may be necessary too. See Diagnosing VirtualBox Hardening Issues, especially posts 3 & 4.
