Windows 10 2004 (OS Build 19041.450) Host - USB device does not appear after Guest shut down

Hi,
Host OS: Windows 10 Pro 2004 (OS Build 19041.450)
Guest OS: Windows 10 Pro 1709 (OS Build 16299.904)
Please note that I am unable to upgrade/change the Guest OS version due to testing purposes.
I have an external USB hard disk that connects to my Win10 2004 laptop. The drive shows up as the E: drive in File Explorer. I then fire up VirtualBox (launched as admin) and then I have it -- through the Devices -> USB menu -- have the guest capture the USB disk. So the drive disappears from my host machine's file explorer and then appears in the VM as drive F:. All well and good -- this is the desired behavior.
When I click Start -> Shut Down in the Guest, the machine shuts down. The expected behavior is, after a while, for the drive to show up on the File Explorer -> This PC menu again as Drive E:. It takes a few seconds for this to happen. However, it never happens. Instead, the port's power appears to be shut down, and the drive will not be detected if I unplug the USB cable and then re-plug it. I think that this is because the power to the port has been shut off.
I've disabled the Win10 2004 new feature to suspend USB ports when not in use. I think that Win10 2004 thinks that this is what happens when the VirtualBox VM is shut down. I've also tried going into Device manager -> USB Root Hub -> Power management tab of Properties -> unchecking "Allow Windows to manage power" check box and restarting. Still the same behavior happens.

This behavior was not observed with Win10 1909 update, before I updated the computer to 2004. So I think it's some new 2004 feature.
