There has been discussion of this on the Mint forums. Once you have installed the Mint 19.3 to 20 upgrade you cannot install Virtual Box. The upgrade removes Virtual Box based on Ubuntu 19.04. When you come here to download and install the version based on 20.04, the Package Installer (gdebi) freezes. There is a red bar at the top which is blank and there is no text or error message at all. The 'Install" button is grayed out. Nothing can be done and nothing says what the problem is. I see there is also a message about Ubuntu 20.04 itself having similar problems as well. Starting a different thread because this is "Mint" specific although it may be a propagated problem.
Any idea from Oracle what the problem is?
