On my Ubuntu guest, I know how to enable webcam integration from the devices menu.
Question: can I set it to be enabled by default, i.e., when I start up the guest, it will already be integrated?

I don't have a computer with an integrated webcam that can also run Virtualbox, and the only USB webcam I have is being used now so I can't try this. But if you have the Extension Pack matching your Virtualbox version installed, there are webcam-integration commands that might help: see https://www.virtualbox.org/manual/ch09. ... sing-guest.
Additionally, if the webcam is an unpluggable USB device, basic USB filters may work. See USB basics and troubleshooting. A USB 3 controller in the guest will probably be better, even if the webcam is USB 2.

It's a USB-connected device, but it doesn't appear on the USB list, rather on the devices list.
