USB Error On RedHat 7.6

I have a windows 2000 guest running on RedHat 7.6.

I have the guest additions installed, the extension pack installed, and a filter set to capture the USB device I want to use.
When I start the guest, a failure pops up saying ns_error_failure unable to create proxy device.

The confusing part about this is that I tested the exact same windows 2000 guest on a windows 10 host and everything works fine.
Please help!
