Cannot start VM Centos 7

I just purchased an HP Z800 workstation with 12 cores and 96GB memory, running Windows 19 (1909). I have installed VMbox, and have checked the BIOS and windows configuration to make sure I have VT-x enabled.. I have set up a dedicated disk partition for my Centos. I attempted to create a CentOS VM using a Centos 7 everything iso file, set up on a virtual DVD drive (F:) using PowerISO. When I try to start the VM to install the OS I get the following error:

Failed to open a session.

VMMR0_DO_NEM_INIT_VM failed:
VERR_NEM_MISSING_KERNAL_API_2
(VERR_NEM_MISSING_KERNAL_API_2)

VT-x is not available (VERR_VMX_NO_VMX).

Result Code: E_FAIL (0x80004006)

Can anyone help me?
I have previously used VMBox on an i7 laptop, but needed more processor, disk and memory capacity.

Either your computer's "virtualization technology" ( VT-x / AMD-V / SVM) is still not on in the BIOS, or Hyper-V is active.

Go through every step in I have a 64bit host, but can't install 64bit guests.

The virtual drive F is not necessary. Virtualbox can use the ISO directly in the guest's CD drive.

The dedicated partition for the Centos guest is also not necessary. The guest's virtual drive is just a file on the host's physical drive. Adding a special partition would block other items from using the space, and you would be stuck if the guest drive ever needed to be bigger.

You might want to read the first section of the Virtualbox manual, it will help with important ideas for using virtual machines.
