When downloading the extension pack it saves on my WIN10 machine as a .gz file
on extracting it there is no extension for the file
renaming the .gz to .vbox-extpack acts like it's importing but doesn't finish.

Am I crazy?

Use a different browser/download manager to do the download. The extension pack is actually a gzip file, and the browser appears to going beyond its station in life.
