Enabling Hardware Virtualization for Win 98 VM causes error on Ryzen 1700 based host? Any Fix?

On enabling Hardware Virtualization for a Windows 98 Virtual Machine on my Ryzen 1700 Based Windows 10 host system
causes a missing shell error to popup and prevents me from being able to use the desktop.

I have tried disabling 32 bit driver protection in safe mode, but that causes the optical disk to not work which i need for playing old games.

Is there any solution to this (some people said use LBA Fix but i cant find said fix anywhere)

Also if i disable virtualization the VM works fine but Im unable to install scitechs display doctor to enable higher display bit depth and resolutions

Please report error messages precisely. None of the information you have given really helps to identify the problem.

I'm also not aware of any "LBA fix" for Win98, though it is recommended to keep disk drives at 2GB or less.

I don't see what "disabling driver protection" (on the host I guess?) is intended to do. You aren't installing any host drivers except for the ones that come with VirtualBox, and that can only be an issue when installing VirtualBox, not subsequently, i.e. when creating a VM.
