I am running Windows 10 on a MacBook Pro 2015, i7, 16gb, 15" machine.

The guest additions definitely sped it up. Good work with that.

When I clone the VM to a new machine, say, a 2019 16" MacBook Pro, do I have to re-install the guest additions? IOW does the install process and configuration change based on the machine specification?

If the version of Guest Additions is later than the new host's Virtualbox version, then downgrade them to the host's version. If the GAs are older, they might not have to be upgraded, unless something you expect to be working isn't. If the guest uses 3D acceleration, the GAs should probably match the Virtualbox version.
