I had the same problem.
host: Debian 10.2 (buster) x64
guest: Windows 7 Ultimate x64
In my case, installing the Guest Addition on the test build did not cause an error, but the following problems remain in Windows 7 Guest after that.
- The choice of screen resolution is limited.
- The mouse integration function does not work.
- Explorer dies when trying to view display properties.
These worked fine in 6.0.14.

Finally, I successfully installed build 6.1.1 r135516 with working GA incl. 3D.
Thus can confirm socratis statement.

If I try it on a Win7-32 VM it works just fine, if I try it on a Win7-
64 VM it fails with a:

BTW, did someone forget a "1" in the Module version? And instead of "135514" it shows as "35514"?

Actually, even though it works fine on my Win7-32, it seems that something broke in a Win10-64 (1607) GAs installation...
Version 6.1.1 r135
485 (Qt5.6.1), GAs r135482 => Works just fine
Version 6.1.1 r135
516 (Qt5.6.1), GAs r135514 => Failure
Will try with the new test-build and report back...

- WinXP-32: works
- WinXP-64: works
- Win7-32: works
- Win7-64: works
- Win10-32: works
- Win10-64: works
Notes:
- Win7-64 took an unusual time to get the installation done.
- I've lost SharedClipboard on both WinXP-32 and WinXP-64. But that's not to be resolved here.

For what it's worth, I had the same problem as described in the OP; following these steps allowed the installation to complete successfully.
