cat /proc/cpuinfo |grep -E "vmx|svm"
...indeed shows "svm" is there.
I've installed Linux Mint MATE 19.2 AMD64, then Virtualbox 6.0.12.
When I try to create a Windows 10 Home 64bit VM, my only choice is 32-bit. And furthermore, that VM can only have 1 of my 12 CPU threads, maximum. The slider bar is greyed out.
BTW: I installed the "Oracle VM Virtualbox Extension Pack" 6.0.12 as well, then restarted Virtualbox, and that didn't help either.
