[Solved] Unable to start VMs on Windows 10 User 1903 after update

Hello,
I was running fine before upgrading to 1903 HOME edition. After upgrade I created a restore point then tried to install the Windows Sandbox. It didn't work (I know, it's only supposed to run on Pro but I tried the fix to run it on Home Edition). I then rolled back.
When I tried to launch VirtualBox it blew up with the following error:
At one point I got a message saying Windows thought the digital signature was not recognised (I can't reproduce the condition that caused that message to be displayed, to my annoyance).
The various suggestions I found when searching the forum appear to be for 1903 Pro edition and different from what I've encountered. I've uninstalled and reinstalled and rebooted several times, using 5.2.28, 6.0.8, and 6.0.9(beta).
Any assistance will be greatly appreciated.

When I issue the sc command I get:NtCreateFile(\Device\VboxDrvStub) failed: 0xc0000034

Make sure the kernal module has been loaded successfully.
where: supR3HardenedWinReSpawn what: 3 VERR_OPEN_FAILED (-101) - File/Device open failed. Driver is probably stuck stopping/starting. try 'sc.exe query vboxdrv' to get more information about its state. Rebooting might actually help.
After about a minute a popup appears saying it is trying to create a process for the VM.E_NAME: vboxdrv TYPE : 1 KERNEL_DRIVER STATE : 1 STOPPED WIN32_EXIT_CODE : 31 (0x1f) SERVICE_EXIT_CODE : 0 (0x0) CHECKPOINT : 0x0 WAIT_HINT : 0x0
