Attaching a file to a new topic clears the "new topic" form fields.
When I attach a file to a new topic posting, then the form content is cleared.

Not so here. You may have a problem with your browser, or with a browser plugin.

Same here; Firefox * (now at 66.0.3) on OSX 10.11.6, form contents stay intact.
