RAM effects of a non-running VM

Can assigning more RAM to the virtual machine in the VB Manager slow down Mac OS, even when Virtual Box is not running and the virtual machine is closed?

No.

If a process is not running it cannot use any resources, by definition.

That’s what I thought. I suppose it was simply coincidence that when I changed the amount of RAM in my VM, OS damn near shut down.
