Thank you jagdpanther, your posts helped the most and it fixed my problem.
The problem ended up having nothing to do with Hyper-V
There is seemingly not any use for a 32-bit virtual machine option with virtualbox for win7 guest.
If you always choose a 64-bit virtual machine regardless of whether the guest is 32 or 64bit it seemingly always works better and resolves problems such as #cpus.
