And this is "why" you're getting that error. You will need to address/fix the hardware virtualization availability. Your i3-4170 CPU most certainly supports hardware virtualization, so it's a matter of enabling it in the BIOS. See your PC's manufacturer help on how to do this. Also, make sure that nothing else has an exclusive hold on that.

Finally got my old XP Virtual Machine back up and running.

These are the changes I made While fixing some other problems with Windows 10.

Enabled SMB1 on windows 10.
In UEIF in Windows 10; Disabled Secure Boot and Enabled Legacy Support.

Do not know which of these fixed the XP Virtual Machine problem.
But after these changes I checked the programs I was having problems with and it seems all the problems were solved.
I can now start my original XP Virtual Machine and all is OK.

Just thought this might help Someone using Windows 10.
