I saw one note that indicated the OOBREGION error was due to a deadlock condition. So I changed ssome of Device Parameters before starting (1 cpu->2 cpu, changed the parameters in the VirtualBox Settings->System->Acceleration) in an attempt to modify some of the processing timing. This worked! The next screen was the one to select the keyboard then went on to complete the rest of the installation
