How about a "language wizard" during first start ?

I have thought that for non-English community this will be extremely hard to find where to change to their favorite language.

I recommend:
Make a first-time-user wizard that allows users to select language by using a dialog with flags.
For Windows platform, it can be done even during setup stage.

Additionally, I believe, that only languages with fairly complete translations must be shown. This given product maturity, and this gives translators motivation to make complete translations.
