Are you running VirtualBox in a KVM guest? Nested virtualization likely isn't going to work.

Yes it is a KVM VPS. The problem I think is vps memory. but still seems a VMBox bug
If not, you can delete subject if you want. doesn't seem useful for other

A bug is something that's advertised as working, but it's not working as it should. Nested virtualization is anything but advertised, it's advised against it strongly.

So, it's not a bug. And the topic doesn't get deleted, others might find it useful to know that nested virtualization is not supported.
