Extension Pack Will Not Install

Unable to open & install:
VirtualBox 5.2.12 Oracle VM VirtualBox Extension Pack
The package will NOT open.
Error Message:
Could not open 'Oracle_VM_VirtualBox_Extension_Pack-5.2.12.vbox-extpack'
The package might be corrupted or you are not allowed to open the file. Check the permissions of the file.
I am the Admistrator & have FULL access to ALL files in the user directory.
I did not have this problem with VBox 5.1.
