gotcha let me try that. i didnt know the equivalent for the amd bios. unfortnately i don't think this cpu can do that. Ill let you know.

The error message would be different if the feature was unavailable, instead of available but disabled. Hopefully your Toshiba BIOS provides an option to enable virtualization.

yep no virtualization. Now what? am I SOL?
edit: by no, I mean there was no option. any other way to turn it on w/o BIOS

You would need to ask Toshiba how to enable the option. Perhaps it is there in the BIOS but you didn't find it. Perhaps there is a BIOS upgrade available.
VirtualBox will become increasingly unusable on systems which have no VT-x or AMD-v.

One thing is for sure: your
AMD A4-4300M supports the AMD-V feature, so it has to be the BIOS that has to make it happen...
