Fullscreen / Not Full screen

Guest is Windows 2003 server,
Host is Windows XP SP2 Host
current version 1.6.4.
I did a quick search and it seems others are having some full screen issues but I didn't see this one listed so I'll post:
I've noticed that since 1.6.x, when my Guest boots up even though the virtual machine window is full screen, the Guest starts up at 800x600 -
I checked and the latest tools are installed and I removed/re-add them.
If I switch out of full screen then back into full screen it goes to the full screen (1024x768 or 1024x512 depending on which monitor I'm displaying on)
A clean shutdown, restart will bring it back up in 800x600 again.
anything higher then 800x600 is not even an option.
I would say it's something with the guest except the virtualbox window itself is full screen and I just have black borders around the rest... it's what I would refer to as "mini-windows"
Is there something now that defaults always to 800x600 instead of the true full screen mode on boot up? Can the code not detect current resolution except when forced into full screen?
Mind you this is much better then the full screen issues in 1.6.2 it's just a minor inconvenience to have to switch out of and back into full screen when the guest boots
