Question about physical CPUS assign to a VM linux server

I hope this is the right place for this question. I am very new to Oracle VM and need an answer.
We have a Colo hosting a linux server for us using Oracle VM and our host is Oracle Linux 6.9
We have 2 Oracle Lic. for this host and they assured us that they have only hard-partitioned 4 physical cpu's to our server.
Doing a top on the server shows 8 processors; so we questioned them and they sent us this config file.

I'm I reading this wrong as it show 8 cpu's assigned to me.
cpus = 36-43
Is there something I am missing and not understanding? I don't want to have to pay the penalty for too many cpu's for our backup Oracle DB server.

I believe you're looking for the Oracle VM server forums, not the VirtualBox ones...
