Is it possible to access guest files from host without installing guest additions in the guest os ?
My guest is running Debian CLI ( no gui ). Is there a way I can edit the guest files from host ( Ubuntu 14.04 ) ?

Sure, just like you would do with any two other computers; network them with the old fashion, traditional way. One easy way is to use HostOnly network so that your guest can have access to the host and vice versa. Another way would be to use Bridged mode, so that the guest looks like another computer on your network. Then you use network shares (SMB, NFS, FTP, etc) and you access the files of the guest from the host.
