As of 5.1.20 there are now 2 "window" instances showing in XFCE panel when a guest is running.
The second panel item is simply named "[VirtualBox]"
I tried downgrading to 5.1.18 GA, but to no avail.

I'll file a bug report. This occurs in fullscreen mode and is likely caused by mini-toolbar changes as of 5.1.20:

Yes, no, yes respectively.
• 5.1.22 exhibits the same behavior as mentioned in the Debian thread.
• If the regression wasn't noticed by devs from 5.1.20->5.1.22, not sure why a testbuild would help as they're likely not aware of the issue. If you can point me to a specific fix that's likely related, I'd be happy to try a test build.
• Search for this particular issue yields no results, but this one may be tangential:

By all means, go for it then. I don't think that the mini-toolbar is related to this, but there are definitely fixes in the mini-toolbar area. But give the test-build a shot, just for kicks. Be sure to mention in the ticket that this is a regression from 5.1.18 to 5.1.20. You'll have a lot more chances of getting it fixed sooner rather than later.

The reason I'm suspecting some part of the "several" toolbar changes introduce in 5.1.20 is that when run in windowed mode (no mini toolbar) there's only the expected single "window" instance per VM. When the mini-toolbar is in play an additional "window" panel item is created. I realize this could be purely coincidental and nothing to do with the toolbar or those changes, just a hunch.
