My VB version is 5.1.14. Right now I'm leaving it as it is, because your advices helped me to make it running. After a new release comes out, I'll give it a try.

This morning Fedora 25 updated kernel to kernel-4.9.12-200.fc25, and selinux policy to selinux-policy-3.13.1-225.11.fc25 and now VBGA works in enforcing mode.

I have been bitten by this as well. I didn't see what your VirtualBox version is
(you should have posted it), but the test builds have fixed that problem. See:

I am pretty sure this was never a VirtualBox problem, but an Selinux problem.

Then why did the same Fedora version worked with a different VirtualBox version? A VirtualBox workaround for SELinux and the "new" Gnome WM? It could have been simply a display driver issue. But, only the comparison of the SVN could tell for sure:

Works for me partialy... As socratis mentioned in a previous post, I need to disable 3D acceleration in VirtualBox to run under Gnome, otherwise I get stuck in infinite login loop... However I'm able to install VBGA and run in enforcing mode...
