Telnet not work

Hi i Have Kali (host) and Windows7 (VM) i cant connect with Telnet from Kali to Win after typing command telnet ip of Win telnet server i have normal Welcome to Windows telnet, login ,password and this error Failure in initializing the telnet session. Shell process may not have been launched.Telnet Server has closed the connection Connection closed by foreign host.
In Windows i did inastall Telnet client and server , i was add user to telnet group and start telnet services.msc. My config Vm net config is 1 adapter is Nat adapter 2 host-only ping each other work, firewall in Windows VM shut down, do you have any idea? ps i don want to set the port forwarding etc. cheers
