Vbox 5.1.8 Fedora 24 "The vboxdrv kernel module is not loaded" [solved]

Hi, I have this error and I can't start a virtual machine. I have tried numerous fixes, detailed below.
Both akmod-VirtualBox and kernel-devel are installed and the correct versions, and I have rebooted several times since installing them.

I've searched others' solutions but nothing works:
There is no package called linux-headers
I am a member of vboxusers group but have run it as root and got the same problem
I've updated and rebooted- it was only updated a few days ago anyway
On my last system (Same Fedora 24 before I broke it) I compiled VirtualBox from source, uninstalled and installed from rpm and got the same fault. This one was from the repository.
I don't have secure boot enabled, there is no legacy boot mode. I had the laptop built as a linux laptop. It's a PC Specialist Cosmos IV.

load. Please try load the kernel module by executing as root
dnf install akmod-VirtualBox kernel-devel-4.8.8-200.fc24.x86_64
akmods --kernels 4.8.8-200.fc24.x86_64 && systemctl restart systemd-modules-load.service
You will not be able to start VMs until this problem is fixed.
