Vbox use more memory than Vmware for same guest

I installed a virtual windows7 x64 on my Linux mint host Laptop
and set the guest to use 2GB RAM
Every thing is working well, but i noticed a difference when running the same guest on Vbox and Vmware
using the same installation ISO and same guest specs on the same host:
when i run the guest in Vbox the host used RAM will be about 40% - 50%
but, when i run the guest in Vmware the host used RAM will be about 10% - 20%
i think that Vmare use ram dynamically (as needed), but Vbox always use all the allocated RAM
is my guess right ?, how can i make Vbox behave like Vmware in the ram usage ?
Host specs:
Linux Mint 18 Cinnamon 64-bit
Kernel 4.4.0-38-generic
Intel code i7-3610QM @ 2.3GHZ x 4
memory 7.7 GB
Vbox Version 5.1.6 r110634 (Qt5.5.1)
VMware® Workstation 12 Player 12.5.0 build-4352439
