Hi,
Host Hardware: HP elite 8300, ssf, 12 GB ram, 2 monitors.
Host OS: Opensuse leap 42.1, kde plasma 5
VirtualBox 5.1 installed from Oracle repository.
Guest: Windows 7 Enterprise, guest additions installed
Windows 7 runs in the second screen in seamless mode.
Problem:
I am unable to access the mini toolbar. I can see the menu's but nothing happens when I try to press either File/Machine/View/Input/Device/Help/[VM name]
It works in gnome, but that is not really a solution.

I can't offer you a solution as I don't think there is one but you can try using the ( host+home ) keyboard toggle to bring up the manual menu.

I'm having this same issue on Fedora 23 host Fedora 24 guest. The mini toolbar is visible but frozen, using Host+Home key combo works but there is no option to minimize the guest.
This is VB 5.1.2 the guest module says 5.1.2 r108956. Anyway, seems like something is broken to me, these are both release versions of Fedora.
Off topic - bidirectional clipboard isn't working right either.
