Is there some way I can assure that only 4.3 level settings are used in the VM? Really do not want to have to specify which Virtual Box version the user must use.

No. Older VirtualBox versions should deal with "too new" configs in a sensible way. We made the necessary change to 5.0 already, which is available on the test build page and it'll be part of 5.0.28 whenever that gets released. Note that 4.3 is long out of support and there is no plan to make any changes to it. It's high time to upgrade to at least 5.0, which is out for over a year now.

The default VM settings in 5.1 for Linux guest OS enable automatically the x2APIC, which is a new feature in 5.1 (and is the explanation why some VMs use 5.1 level config files, which disabling x2APIC will not change), but it doesn't cause problems if it gets lost when importing it in 5.0. Only the other hiccups (audio, ...) need the 5.0 change mentioned above.

We are using version 5.1.2 (current stable) and this is causing issues, how long until 5.1.3 is likely to be released? I presume that this fix will be included?

x.x.ODD versions are never released, they are development builds. Only x.x.EVEN are. For example you'll never publicly see a 5.1.3 release, only a 5.1.2 followed by 5.1.4.

However, there are the development builds that you can try. See: https://www.virtualbox.org/wiki/Testbuilds (the page that "klaus" was referring to). That way you can also help to improve VirtualBox by providing feedback.
