Fedora virtual terminal automatically switching

From time to time after a Fedora software update, my Fedora VM fails to start the X-server correctly. I then need to switch to another virtual terminal in order to log into a console. However, after switching to terminal 2 (Alt-F2 works for me) and starting typing, the virtual terminal switches back to the first. This keeps happening.

How can I keep it fixed on the second virtual terminal and not keep switching to the first?
