Is it possible to use a vb file created in a windows host in a Linux host?

Not sure about a file but you can run a guest created in one on the other.

How to move guests created with => version 4.*

For example: i clone a guest created on windows. Can i use it on Linux?

See the first sentence of Perry's reply, after the word "but".

Cloning is just another way to create a VM. The clone doesn't have any special properties, provided it is a full clone and not a linked clone. If it was a linked clone then you'd need to move all linked VMs to the new host.
