Additional vCPU's not appearing on 32bit guest

Hello,
I have a Windows 7 Pro 64bit Host with a Debian 32bit Guest.
I have added via settings an additional CPU but it is not showing up in Debian (via htop for example).
To add additional vCPU's I shut down the VM and changed the number of vCPU's in settings and powered it back up again, but the guest VM still reports only 1 vCPU.
I've read a few bits about this, but do not fuly understand how to have the additional vCPU's to be recognized by the guest.
I think the issue here is that the guest is 32bit as I tried the same thing on a 64bit guest and the vCPU's change as I make changes in settings.
Is this something I can resolve or not?
