How to install guest tools with VBoxHeadless

I setup a ubuntu 8.04 server with no GUI

I installed Windows 2003 SP2, and want to install the guest tools for the drivers..

Ussually I would do it through VirtualBox GUI.. anyways..

is there a way to do it through the GUI?

sorry.. not through the GUI...

like can I download an EXE? or do it via the command line?

Location: /dev/random

Yes, read the manual on how to add a cd/iso file to your VM. Once you have the iso mounted, you can install the GA.
