is Linux 3.1 guest supported?

Hi,

I have an old environment (linux 3.1) which I need to stand up, what version of VBOX will I need to use to make it happen? and where to find it?
I tried to start it on VBox 5.0.4 and I am getting error "FATAL: No bootable medium found! System halted." so I suspect this is not supported.

Linux 3.1? You mean Kernel 3.1? Because VirtualBox supports way older Linux kernels. The error message has absolutely nothing to do with the kernel. It has everything to do with the bootable medium that you assigned to your VM.
1) Check the bootable medium again. SHA or MD5 the file.
2) You have to be more specific about what you're using. Details can make all the difference.

thanks for the reply. This is a RAW image I converted to .vdi and I am trying to start on Vbox and getting this msg. I am troubleshooting and I will provide more details when I have that.

You probably did the conversion wrong. I.e. the file was not a raw whole image of a bootable disk.
