http://lmgtfy.com/?q=virtualbox+suwin+c ... nstruction . If that doesn't work, try: Tutorial: Windows 95/98 guest OSes.

BTW, if you ever post in a support forum (which is a place to ask for help), "Help" is not a subject that describes the problem quite accurately...
Do NOT send me Personal Messages (PMs) for troubleshooting, they are simply deleted.
Do NOT reply with the "QUOTE" button, please use the "POST REPLY", at the bottom of the form.
If you obfuscate any information requested, I will obfuscate my response. These are virtual UUIDs, not real ones.

I think this ancient Windows installer (Win98, not Win98SE?) is having problems running on a modern CPU. I would try enabling VT-x and see if that works around the problem.

And p.s., as Socrates has said: please choose a topic title that attracts people with the right expertise and interests. "Help!" attracts nobody. I have changed your topic title this time. Choosing an appropriate forum is a good idea too. E.g. this doesn't appear to be a host issue, so it shouldn't be in "Windows Hosts". Moving it to "Windows Guests".

No, it doesn't, that causes the problem. See https://www.virtualbox.org/ticket/14811

Ah, thanks. I knew I remembered something involving Win98 and VT-x. I'd have got it right if a log had been provided. :)

@AjayWale: see? If you want to catch the right fish you have to bait the topic title correctly.
