Windows Server2k3 / 7 fax modem can't initialize connection

I'm running Ubuntu 14 with a Windows Server 2k3 and 7 Guests. This machine with the same hardware was previously a Windows 2k3 machine that I migrated to the current setup. When it was a Windows 2k3 host, all of the hardware worked fine with our fax software (ActiveFax 4.25). I can get the guests to recognize the fax hardware, I can verify this with CoolTerm and with AT / ATDT commands I can manually make the modems dial out. However when receiving faxes, the software cannot get the modems to initialize the connection.
For the PCIe modem I am able to run the Win7 guest with the ICH9 chipset and use PCI pass through. Windows installs the correct driver and the software detects the modem correctly. But when receiving faxes the modem cannot initialize. I cannot create a Server2k3 Guest that is able to use the ICH9 chipset, so I can't attach the PCI card.
For the USB modem, I am able to create a USB filter and detect the correct USB drivers. I've also tried enabling a COM port attached to /dev/ttyUSB0, which gives the same results - I can communicate to the modem manually with a terminal, the software can detect the modem, but when receiving faxes it cannot initialize.
