Increasing RAM in guest (Windows 8.1) running on Mac OS

I installed Windows 8.1 on Mac OS (Yosemite). I have 16GB Ram installed on my Mac and allocated around 12GB to my Guest Windows 8.1.
But when I am running Windows I see I have only 3.5GB memory installed for my Guest
How can I use more memory of my host?

Two things.
1. You should only set approx. 50% of your available RAM for a guest.
2. You apparently are running Windows 8.1 (32bit) which has a limit of just under 4GB.
