VBOX CD-ROM ATA Device Failure - Solution

All,

Symptom: Guest additions will not install or update even when the .iso is attached and inserted and auto run is turned on.
Windows Device Manager shows VBOX CD-ROM ATA with and error and the driver will not update.
OS: Guest Windows 7 Professional Service Pack 1

Here is the solution I found.

Solution: I had to edit the registry as mentioned here on MSFT.

I only had the UpperFilters value and not the lower.
