Can no longer boot windows in normal mode

I installed Windows 10 several weeks ago on my MacBook Pro. It worked fine until today. I booted up Windows, compiled some code, exported the binary to Mac over the network and shut it down to free up RAM and conserve battery. After that I tested the binary and decided to make a few changes. So I booted up Windows again.
However, when I got to the login screen, display went haywire (see attachment)
Booting into safe mode makes Windows display everything correctly, but I can't back up my files as network connection is not available in safe mode, even if I select safe mode with networking, and shared folders are not detected by Windows when in safe mode.
What should I do? If necessary, I can do clean Windows installation, but not until I manage to back up my files.
