Run a VM as a host os

Title says it.

Is it possible to run a Virtual Machine as a host os or something like dualbooting host os and virtual machine os? That would kind of help when playing games like Minecraft Windows 10 Edition (i have win10 on dualboot but internet's not working)

Meaning that your guest is hosting another guest inside it? technically possible for 32-bit one processor guests that don't require VT-x/AMD-V, but not supported by the forum, and very slow.
dualbooting host os and virtual machine os
Possible, depending on the guest. If the OS or installed programs require activation some tweaks may have to be done to get the OS to think it's still running on the bare metal when it's running in the VB guest environment - the hardware and "motherboard" are different between physical and virtual environments, leading to activation issues - see this sticky in the Windows guests forum: viewtopic.php?f=2&t=31759
playing games like Minecraft
Games with higher graphics requirements don't work well or at all in a virtual machine - the graphics card is a basic virtualized card, not your host card.
