Clipboard not working over rdp

Virtualbox 5.0.10 on Windows 7 host with Windows 8.1 guest.
Normally clipboard works fine including clipboard sharing (bidirectional turned on).
But when I access the guest directly over rdp (NAT + port forwarding) the clipboard doesn't work at all -- even within the guest itself.
How do I fix this?
