Host 100% CPU, VM 0% CPU

My VM is running at 100% CPU but when I run top, nothing is using CPU in the VM. If I turn off NAT connection for the machine in the VirtualBox GUI, the CPU returns to normal. The issue is triggered by starting a rails server, but it will persist after the rails server is shutdown.

I've included 3 samples of the vboxheadless process:
1) No Load, NAT On
2) Load, NAT On
3) No Load, After NAT Turned Off

Background Info
VirtualBox 5.0.8
OS: Ubuntu 12.04 LTS
Instantiated via Vagrant

Any ideas what is causing the CPU to be high?

This is a very persistent problem. Is there any other data I can provide that could give someone some insight into this?

It may be a Vagrant problem but Vagrant is not supported in this forum.

You can attach the vbox.log for the guest in case there is anything there.

I think it may be an issue with a NAT adapter and a host-only adapter being used at the same time. Seems like some sort of network storm.

I was able to change how I access forwarded ports and I have not seen the issue again, although a few times it has taken a while to reappear.

The issue seems to be the same as:
