VBoxManage.exe: error: Cannot set a new UUID: VERR_VD_IMAGE_READ_ONLY
windows 10, run cmd as administrator-did not help

Naturally it didn't help. Administrators can't overwrite read only files. You need to find out why F: is read only. For example is the file already opened in a running VM, or stored on read only media, or media which the current user can't access.
