64bit XP? A rare beast. Perhaps you'd do better with a more mainstream guest.
p.s. PNG compression would be more effective on Windows graphics, I think, than a Floyd-Steinberg dither. The latter is designed to improve colour reproduction with a limited palette. Almost nobody has a limited palette these days.
