Windows User ID and Internal Network

I seen in the online manual in the networking section that for internal network to work, the User IDs have to match:

"As a security measure, the Linux implementation of internal networking only allows VMs running under the same user ID to establish an internal network"

Okay, supposing I want to create such a network on a host running Windows 10 Pro, with one guest running Linux and the other guest running Windows 10. I know how to establish the User ID (i.e., a number) in Linux but not in Windows. Do I understand correctly that I should have the same number and that the names can be different? How does one assign a particular number to a user in Windows? Thanks.

For the record and for anyone who cares, I have this working now. It does not require the User IDs to match with Linux and Windows guests on Internal Networks.
