VM bootloops after at "Windows is loading files"

I get a boot loop when running a 64 bit Win7 VM with a VHD created from my primary disk. The VM reboots after showing "Windows is loading files." I'm on an HP zBook 15 with Win7 64-bit.

So far, I've enabled VTX and VDT I/O in BIOS (though I'm not sure the second one should make a difference). I don't have Hyper-V installed on my computer or any other VM software. Another thread suggested available RAM could cause the problem, but I have 32GB available which leaves plenty of room for the 4GB I have allocated to the VM. When I boot the VM to a repair disc, It returns a "Windows failed to start" message with the reason given being that the CPU can't handle 64-bit applications. Did I miss something else I need to configure before I can run 64bit systems?
